Scott River Watershed-Wide Permitting Program Draft Environmental Impact Report

This Draft Environmental Impact Report (Draft EIR) assesses the potential for adverse environmental impacts from implementing the Scott River Watershed-wide Permitting Program (Program) proposed by the Siskiyou Resource Conservation District (SQRCD) and the California Department of Fish and Game (CDFG). For purposes of this Draft EIR the “Program” is the “Project” being analyzed pursuant to CEQA. The Program Area is the Scott River Watershed, including the Scott River and its tributaries, in Siskiyou County. Figure S-1 identifies the Program Area, as well as nearby cities and major roadways in the vicinity.

NOTICE OF COMPLETION OF DRAFT EIR

Pursuant to the California Environmental Quality Act (CEQA), NOTICE IS HEREBY GIVEN that on October 10, 2008, the California Department of Fish and Game (DFG) released a Draft Environmental Impact Report (EIR) for the Scott River Watershed-wide Permitting Program (Program). The Program area is the Scott River watershed, including the Scott River and its tributaries, in Siskiyou County.  DFG is the lead agency under CEQA for the Program.

The primary purpose of the Program is to facilitate compliance by Program participants with Fish and Game Code Section 1600 et seq., and with respect to coho salmon, the California Endangered Species Act (CESA) (Fish and Game Code, §2050 et seq.) while conducting specific routine agricultural activities the Program covers.  Farmers and ranchers in the Program area may participate in the Program.  Other participants include the Siskiyou Resource Conservation District who will perform restoration activities under the Program.  Department of Water Resources will also participate in the Program because it provides watermaster service in the Program area, and as part of that responsibility delivers water to farmers and ranchers.

The Draft EIR will be made available for public review for a period of 60 days, beginning on October 10, 2008, during which time all interested parties will have the opportunity to review and provide DFG comments on the Draft EIR.  The deadline for submitting written comments to DFG is 5:00 p.m. on December 9, 2008.  Comments must be postmarked or received by this date.  Written comments must be submitted by regular mail, fax, or e-mail to:

The public may also submit verbal and written comments at a public meeting which has been scheduled at the Fort Jones Community Center on November 18, 2008 from 7:00 p.m. to 10:00 p.m.  The Fort Jones Community Center is located at 11960 East Street in Fort Jones.
