The free HIP stamp is affixed to the back of your hunting license when you answer "yes" to the question "Do you plan to hunt migratory game birds in California during the upcoming season?"
If you hunt migratory game birds, verify that a HIP stamp has been affixed to your hunting license.
Why is the HIP Survey Needed?
Completing the HIP survey provides wildlife biologists with data needed to make wildlife management decisions and ensure that our migratory game bird resources and hunting traditions will be around for future generations to enjoy.
How Does HIP Work?
The United States Fish and Wildlife Service (USFWS) forwards survey results to each state before annual hunting regulations are formulated. Survey results assist resource managers in formulating hunting regulations.
In each state, the HIP requires that all migratory bird hunters identify themselves and provide their name, address and date of birth to the USFWS. Hunters are also required to carry proof that he or she completed the HIP survey. To comply with this federal requirement, California created the "FREE" HIP stamp.
