Automated License Data System Project Information
SPECIAL MESSAGE (May 26, 2009)
Today, the Department launched an Internet licening system or "E-License" to sell sport fishing licenses and certain stamps. The E-License provides a new sales channel for the license buying public and is another step towards the larger scale automation project known as the Automated License Data System (ALDS) which is scheduled for deployment in late 2010.
How does this impact you?
For License Agents and our customers, the current paper based license system will continue along side of the E-licensing.

GENERAL PROJECT INFORMATION
INTRODUCTION
The California Department of Fish and Game (DFG) plans to replace the current paper-based licensing system with the Automated License Data System (ALDS). The ALDS will enable licenses to be printed instantly, on generic license stock, using point of sale equipment at license agent locations throughout the State and in bordering states.
Internet licensing will also be available to allow customers to purchase licenses from the convenience of their home.
The DFG looks forward to the successful implementation of the ALDS which will improve service to our customers, streamline processes and improve data collection for resource management.
BENEFITS OF THE ALDS
For many years the public has requested a streamlined, more efficient and simpler licensing system. Hunters and anglers want to be able to go to one location and purchase all sport fishing and hunting licenses quickly and easily. License Agents want an easier way to sell and account for licenses. The ALDS will benefit both license buyers and License Agents as the system:
- Streamlines the license process by eliminating the current manual paper based issuance process making it quicker and easier to buy a license;
- Increases access to license items by making more items available for sale at License Agent locations, Including several items that were previously only available from a DFG office (i.e., drawing entries and bear and deer tags);
- Increases the availability of licenses as License Agents will never run out of inventory; and license sales will be available 24/7 via the Internet and telephone;
- Subsequent year purchases and duplicate licenses sales, will be faster and easier as customer data will be stored and retrieved instantly eliminating the need for customers to fill out paperwork for every purchase;
- Helps to ensure customers are properly licensed;
- Allows customers to enter drawings and obtain drawing results at License Agent locations and via the Internet

- Procurement/Vendor Selection: Feb 7, 2005 to Jan 28, 2006 (COMPLETE)
- Issue Notice of Intent to Award, Last Date to Protest: Feb 3-8, 2006 (COMPLETE)
- Obtain Final Project Approvals and Clearances: Feb 3 to June 16, 2006 (COMPLETE)
- Contract Effective Date: July 12, 2006 (COMPLETE)
- System Design & Development Phase – In Process
- A Launch of On-line License Sales (E-Licensing) – (COMPLETE)
- Pilot of ALDS at DFG offices and at selected License Agents – August 2010
- Pilot Acceptance of ALDS – November 2010
