Southern California
The Rod and Reel Loan Program is designed to provide youths with the opportunity to check out fishing equipment. Certified anglers who have completed the Responsible Angler Program are issued Rod and Reel Loan Cards and may borrow for the day a rod and reel from an authorized site.
The RR Loan Program includes staff training as well as hands-on fishing clinics and workshops for youths. The Program promotes safe and ethical angling at lakes stocked by the Department Urban Fish Stocking Program. Areas of instruction include of the following topics:

- Safety and angling ethics
